they don't know because they don't want to know; they can't afford to know. once it becomes common knowledge, there won't be enough security details to protect the miserable lives of every scumbag involved

If they didn't know they wouldn't have reason to sequester the vaccination database.

Which leaves, they know.

oh, they "know" but if they don't know because they haven't looked, then they can claim plausible deniability which won't protect them from angry ax wielding hoards of the the wrongly injured and/or bereaved but, they can use it as a loophole in a court of law
