Explanation of New Hampshire House Bill 1661
Early Warning System, Investigational Tool, Transparency Enabler, and Department of Health Cultural Reset Plan
New Hampshire 2024 Session House Bill 1661 was discussed today in the New Hampshire House of Representatives, also known as the General Court.
Last night, exhausted and distracted, per request of a House member, and because I found it necessary to explain HB 1661 to the House members, I wrote the text below. I am not sure it was read on the House floor. The House Member who submitted the bill, Jason Gerhard, and House Member Yury Polozov received the e-mail for distribution to other House Members.
Most bills treat the symptom (the issue), not the source of behavior that created the issue. Now is the time to explain that HB 1661 does not merely provide data to The People. In the prose of HB 1661, I set out the change the culture and correct the overall public health system. Although I could have written the following text better, I will leave it verbatim as it was sent in haste. Hopefully, people will understand the organizational behavior that would flow from such a law, if enacted. I imagine that the people in the New Hampshire Department of Health and Human Services (NH DHHS) want to do a good job for The People. I imagine that they do not want to continue to hide covid immunization deaths and not follow-up on continuing and steady patterns of stroke death or pulmonary embolism death or myocarditis or turbo cancer or turbo dementia. Imagine a world in which they were managed by The People, through HB 1661, and required by law to actually do their job to investigate and analyze data in their possession.
Without further comment, below find my e-mail from last night to the NH House Members explaining the management techniques of cultural reset embedded within the text of HB 1661.

Question?
Given that hundreds of New Hampshire citizens just died from government-recommended immunizations and hospital protocols from 2020 through 2023, what will happen to your children and families in the future if HB 1661 is not passed? Will your turn be next in the lottery of adverse effects?
Issues:
Health data, vital records data, immunization data exist in NH systems, but is not used by DHHS for investigation of the health of New Hampshire citizens
The People are susceptible to fear and propaganda from government, which is now known to have pushed fraudulent data upon The People. Without HB 1661, The People remain susceptible to fear and propaganda from government fraud.
The People now lack confidence in NH DHHS due to the fraud and propaganda that defines the covid era
Solutions:
Utilize The People's data for the benefit of The People
Provide transparency to public health data and ensure that any reports from NH DHHS can be checked by The People every two years
Reset the culture of DHHS
Summary points of HB 1661 that align with solutions to the issues of New Hampshire public health
Requiring that death records contain immunization information for those administered in the last two years of life for adults and all immunizations for children provides the ability to quickly analyze health outcomes for instances of bad manufacturing lots, combined effects of various medicament concomitant administration, and other issues that arise. As it stands, there are no mechanisms to track and trace the potential harm from combinations of immunizations or medicaments. And, as it stands now, hundreds can be killed by a procedure or medicament before anyone knows the cause. It just happened. Such a requirement of § 5-C:64-a proposed in HB 1661 would solve this issue and provide easy access to researchers under NDA and with all privacy intact.
Requiring the DHHS to provide quarterly reports of the number of people who died within 1 day, 3 days, ..., from immunization may indicate a signal of health anomaly of The People. More importantly, NH DHHS, in preparing such a report, would be compelled to do the work and possibly find the signal and address it prior to reporting it to The People. This is a behavior driver of culture within the DHHS to act and work FOR THE PEOPLE. Knowing that the report will be made public each quarter would compel the department to act in health vigilance FOR THE PEOPLE. Each of these requirements in HB 1661 is an organizational behavior and management technique to reset DHHS culture toward their primary mission of the health and welfare of The People.
Requiring a biennial study of health data, vital records data, and immunization data is again a cultural reset to require DHHS to work FOR THE PEOPLE. The department will have a renewed enthusiasm for working because they will be acting in virtue and righteousness FOR THE PEOPLE. The bonus from this cultural reset is that The People will know the health of their society, whether fentanyl ODs are up or down, whether obesity and diabetes are increasing or decreasing, and whether heart disease is ebbing or waxing. Another benefit is that confidence in DHHS and state government per se will be restored due to the transparency.
Requiring the repetition of number 3 above, but done by citizens and watchdog groups has many benefits. The top two benefits are 1) restoring public trust in state government and 2) providing more robust, multi-view, multi-technique, and pro bono analysis of public health data far better than any government entity can muster.
Status of opposition
NH DHHS is the largest budget of New Hampshire government. The opposition to HB 1661 offered by Doctor of Pharmacy Ryan Tannian and Bureau Chief Chiahui Chawla should be carefully inspected. The testimony is the perfect reason why HB 1661 must be considered for The People of New Hampshire.
Not only did Tannian and Chawla demonstrate an incredible lack of subject matter expertise, they implied by omission that the NH DHHS intends to do nothing to investigate young people dying in excess. If for no other reason but their testimony, HB 1661 should be enacted. The demonstrable incompetence and lethargy of office is a danger to The People of New Hampshire. Hundreds just died in the past few years because NH DHHS refuses to look at the data they have in their possession and they will not allow independent researchers to access that data. So what is the data collected for? § 5-C:64 states that it is collected so government can keep track of who is immunized for what, so that can pursue people who are not immunized, and so that they can control the people.
The People's House must act FOR THE PEOPLE to correct the lethargy and reset the culture of NH DHHS to act FOR THE PEOPLE. DHHS employees likely want to be better. They likely want to do a better job. Help them by being their managers and directing them by statute to act in the interest of The People.
Without direction and oversight, they should not be blamed for the current state of the department. Keeping government in check is the mission of The House and Senate. Health is the mission of NH DHHS. HB 1661 sets the House, Senate, and NH DHHS on-mission.

Lastly, another state just submitted the exact same verbatim original text as a bill to their House of Representatives. Unfortunately, the state is controlled strongly by Democrats and that means they will likely not consider acting for The People. My whole life, that which I admired most about the Democrat party is that they purported to act for The People. They claimed to be for the blue collar worker and the regular guy. They claimed to care about the environment and pollution. They claimed to care about the elderly and the infirm, those afflicted with birth defects, and the victims of crime. Yet, now they support big pharma like Jonesians in French Guyana on a hot day drinking pitchers of Kool-Aid. I’ve been warned to stay away from politics, but this bill is apolitical. All it does is get the largest department to do their job and analyze public health data as it comes in. The system I put together can determine all kinds of health anomalies from bad water supply in a few zip codes 39 years ago to increasing respiratory illnesses theretofore unknown mid-flu-season. How can anyone not want HB 1661? The financial outcome is a net positive for the state. The only thing about this bill that is different is that no money was spent to create it or lobby for it. Without money behind a bill, will a legislature pass it, even if it is a tremendous benefit to The People? Does every bill everywhere require money and lobbying? I hope House Members see the light and act FOR THE PEOPLE.
