CDC, FDA & NIH directors served with NOTICE of CRIMINAL LIABILITY
THE CDC MEMORANDUM lays out the case to convict federal agents of fraud and murder
This article can wait no longer. More than three months have passed for the United States Postal Service (USPS) to deliver mail to the National Institutes of Health (NIH).
In March 2024, several hundred dollars in printing costs and another several hundred dollars in shipping costs were incurred to send, via USPS Certified Mail, Return Receipt Requested, THE CDC MEMORANDUM - NOTICE of CRIMINAL LIABILITY to the directors and deputy directors of the NIH, Food and Drug Administration (FDA), and the Centers for Disease Control and Prevention (CDC).
THE CDC MEMORANDUM contains more than 170 enumerated paragraphs of factual allegations evincing CDC and state health department falsities on official records. The factual allegations are followed by a legal analysis of the facts in the context of uttering, manslaughter, and murder crimes against The People.
The numerous individual records, including names, dates of “vaccination,” dates of onset of symptoms, dates of death, causes of death, and other information are conclusive proof beyond reasonable doubt that the CDC and state health departments have been fraudulently overcounting covid deaths to a large degree and hiding covid “vaccine” deaths from the public. Further, there are hospital homicide cases detailed by time of medication, time of laboratory results, time of vital signs, and other facts. These patients were put on unneeded and lethal drugs and machines that were subsidized by the CARES Act and cms.gov NCTAP payout program from the U.S. federal government.
The purpose behind serving these public officials is to put them in a knowing state of mind. Once they receive the official government records expressly stated in a concise form in THE CDC MEMORANDUM, they have a legal duty to investigate the factual allegations. They took the job akin to a crossing guard. And, like a crossing guard, if in their duty to keep safe the public, they opt to shirk that duty and tell the public it is safe to cross the street when there is a truck approaching at 70 miles per hour, while knowing the truck is approaching, then it is murder. Directors and deputy directors at the CDC and other three-letter agencies (TLAs) have this legal duty and are criminally liable for the deaths they know will occur as a result of their inaction by conscious choice. They must act to earnestly investigate the allegations set forth in THE CDC MEMORANDUM else forever fear that one day they may be indicted for manslaughter or murder in some jurisdiction in the United States.
In the exhibits to the memorandum are nearly 400 graphs of causes of death by daily waveforms, annual bar graphs, age groups, and other variables.
There is no more comprehensive a covid era document proving beyond reasonable doubt the hospital protocol homicides and covid “vaccine” deaths via cause, age, and seasonality of death.

There were no cards returned from these certified mailings to the NIH. The USPS website states that only one was delivered. Here is a screenshot from the website.
As you can see from the receipts above, that Tracking Number belongs to the package of Monica Bertagnolli, the 17th Director of the National Institutes of Health. Bertagnolli’s most recent position before the NIH top job was as the 16th Director of the National Cancer Institute. One might ask how such a person can miss a 400% of normal rate in Lymph Node Cancer in Massachusetts in 2023 and 258% of normal in 2022. Many more cancers have skyrocketed since introduction of modRNA gene drugs called “vaccines” by the TLAs. These have been documented a few times over the past two years in this substack, just another of the firsts by Coquin de Chien.
The other four memorandum packages show not to have been delivered. (see online delivery time of the one delivered and the status of the other four packages here) Here is an example of the status of one that was lost.
This and the other three packages have been in transit for more than three months. A report was filed on this months ago. There has been no response since then.
Summary
The directors of the TLAs were served NOTICE of CRIMINAL LIABILITY in March 2024. Those who died from gene drugs since a reasonable time after the agents received the memorandum are victims of murder. The TLA directors and the deputy directors who also received THE CDC MEMORANDUM are guilty of inaction concurrent with a legal duty to act on information and belief that the public is in imminent danger of harm from government-recommended gene drugs they call “vaccines” and from government-recommended hospital protocols of drugs and devices respsonsible for hundreds of thousands of excess deaths involving Acute Renal Failure in the United States since November 2020. On November 2, 2020, a 20% subsidy was added to the entire hospital bill if, after a positive covid test, the hospital staff ran remdesivir through someone’s veins. Hospitals did this even when a patient’s vital signs were all normal.
Today is my son’s 26th Birthday. He died at 20-years-old nearly six years ago. I don’t want to do this research anymore. People are enthralled with the latest peer-reviewed research papers that will never be conclusive evidence. Those papers will rather only ever be persuasive evidence and their importance at trials lies in that context. The conclusive evidence of onset of symptoms in minutes and death in hours or days from covid “vaccines” is in EXHIBIT F of Beaudoin v Baker et al (2022) and in THE CDC MEMORANDUM. Conclusive evidence includes “vaccine” deaths labeled covid deaths, evidence of accidental deaths labeled covid deaths, and deaths in which the doctors know the vaccine caused death Yet, very few people demand answers from their governments based on the facts in the memorandum.

That is heartbreaking about your son, my heart goes out to you. And a HUGE thank you for posting this especially photocopies of the receipts!!!!! You made my husband's day, he's been a virologist/immunologist researcher for over 50 yrs and was horrified when covid first came out because he knew it was a massive lie and not dangerous, covid is a form of the common cold and he worked with it so he knows it doesn't kill unless it's the very old and infirm and those with compromised immune systems. This whole covid fiasco has been so horrifying and full of so many lies that he's embarrassed to call himself a virologist any more, after devoting his life to viral research. I will be spreading this info far and wide. Thank you, thank you, thank you!!
