Yes. Agreed. On the criminal side, the grand jury access is key to thwarting tyranny. I wrote a bit on that a couple years ago. This paper and petition to SCOTUS is purely about the rules of civil procedure, id est, civil cases or lawsuits. Both criminal and civil courts have learned how to block The People from obtaining justice.
